2.3.1.3 Cross chain hooks. Cross chain hooks shall be capable of being installed and removed without the use of any tool(s) .
2.3.2 Replacement cross chains. Replacement cross chains shall be constructed and selected for the tire sizes listed in table 1. For the tire sizes listed in table II, replacement cross chains shall conform to the requirements as specified in tale II. Replacement cross chains shall be supplied with two (2) cross chain hooks.
2.4 Identification and marking. Unless otherwise specified (see 5.2), identification and marking shall be on the side chain fasteners or cross chain hooks, in a permanent, legible manner. Information shall include, as a minimum, the manufacturer’s identification code (CAGE), and the item Part Or identification number (PIN) (see 5.3).
3. QUALITY ASSURANCE PROVISIONS
3.1 Responsibility for inspection. The contractor is responsible for the performance of all inspections (examinations and tests).
3.2 Contractor certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this commercial item description and that the product conforms to the producer’s own drawings, specifications, workmanship standards, and quality assurance practices. Items with known defects shall not be submitted for Government acceptance. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
4. PRESERVATION, PACKAGING, PACKING, LABELING, AND MARKING
Preservation, packaging, packing, labeling, and marking for the desired level shall be as specified in the contract or order (see 5.2).

c. Chain assembly PIN or replacement cross chain PIN and quantity required.
d. If special identification or marking is required.
e. Selection of applicable level and packaging requirements.
